This section articulates the philosophy and policies that will guide the site through its evolution. A participatory and public site that intends to be a people's portal needs to clearly specify its intent. In principle the data on the site is considered a public good to help policy makers. In this section we outline suggested guidelines of participation, policies regarding data sharing, the open-source principle of technology used to build this platform and the recommended creative commons licenses to be used for data on the portal.
